Minutes of the Baroda Township Board Meeting

 

April 16, 2007

 

The meeting was called to order at 7:35 by Supervisor Jim Brow

Those present: Susan Newcomer, Jim Brow, Jerry Nitz and Wendie Shafer, Steve Nitz along with eight residents.

 

TREASURER’S REPORT

General Fund – 72,037.99                                Fire Maintenance Fund – 66,040.72

Trust and Agency Fund 570.05             Baroda-Lake Police Fund – 7,513.37

Fire Equipment Fund – 83,557.15                    Water Fund – 93,163.63

Baroda-Lake Drug Forfeiture Fund – 5,038.90

 

MINUTES OF LAST MEETING Copies of the March 19, 2007 Baroda Township Board meeting and the April 9, 2007 Planning Commission Meetings were distributed.  Planning Commission Secretary John Newcomer reported on the progress the Planning Commission has made relative to the development of language to be inserted into the Zoning Ordinance dealing with Bed and Breakfast and Short term rental operations. 

 

POLICE CHIEF’S REPORT Chief Ruhl distributed and gave the annual report for the Police Department.  He updated the Board on the training the Police Department continues to do to prepare to handle any incidence that could possibly occur.

 

Building and Electrical Inspector reports were distributed.

 

OLD BUSINESS The final budget was distributed and lightly discussed. 

 

NEW BUSINESS The Baroda Township Board passed the following resolutions in turn after discussion:

  • Fireworks – Moved by Jerry Nitz, Seconded by Susan Newcomer.  Roll Call Vote all Yes.
  • Community Service Contracts – Steve Nitz moved, Seconded by Jim Brow. Roll Call Vote all Yes.
  • Meeting Schedule and Office Hours – Third Monday of Each Month at 7:30 pm in the Baroda Township     Municipal Building.  Moved by Susan Newcomer, seconded by Wendie Shafer. Vote All Yes.
  • Collect School Taxes for the area schools  - Moved by Jim Brow, seconded by Susan Newcomer Vote All Yes.
  • Collect a 1% tax Administration fee– Moved by Jerry Nitz, seconded by Susan Newcomer.  Vote All Yes.
  • Adopt Freedom of Information Act Form and Fee Structure – Moved by Susan Newcomer, seconded by Jim Brow. Roll Call Vote All Yes.

 

Regular Township Board Meeting closed by Supervisor Jim Brow

 

TRUTH-IN-TAXATION HEARING Truth in taxation hearing was opened by Jim Brow.  Susan Newcomer presented the truth-in-taxation form showing the amounts that would be collected with the hearing as apposed to amounts to be collected without the hearing.  Steve Nitz moved to increase the taxes to the amount allowed by law, seconded by Jerry Nitz.  Roll Call Vote All Yes.

 

The truth-in-taxation hearing was closed and the regular meeting reopened by Supervisor Jim Brow.

 

CONSENT AGENDA  Approval of Minutes of last meeting, Treasurer’s report, Township Bills was moved by Steve Nitz, Seconded by Susan Newcomer.  Vote All Yes.

 

SUPERVISOR’S COMMENT Jim Brow read a draft letter to Ron Ellsworth concerning the ongoing problem on his property.  Jim reported that the CEO meeting hosted by Baroda was a great success. He said that the Fire Dept displayed their new vehicles and the Police Dept displayed their new equipment. Jim Brow presented a petition that had been circulated and signed by a majority of the residents of the Strefling subdivision behind the old Hardings store requesting the process for installing sewer be started.  After discussion, Jerry Nitz moved, seconded by Jim Brow to contact Wightman & Assoc. to do a survey and give us an idea of what the cost of sewer lines and other required construction would be.

 

AUDIENCE COMMENT Members of the audience spoke on the sewer issue with the largest concern being that many people in the subdivision are on fixed incomes and will have difficulty paying a large assessment.

 

The Cemetery Sexton pay and use of the old Fire Department pick up was briefly discussed. It was decided to remove the pump and tank from the back of the truck and to install a trailer hitch on the back.

 

ADJOURNMENT The meeting was adjourned by Supervisor, Jim Brow at 8:37PM.  Punch and cookies were served.
