Vice Chairman, Tom Lippert called the meeting to order at 6:30 p.m. in the Baroda Township Municipal Building office. The First Order of Business was the Public Hearing to discuss proposed changes to the Zoning Ordinance to comply with the Michigan Zoning and Planning Enabling Acts along with other changes. 

 

There was one audience member.  The Planning Commissioners discussed proposed changes that each commissioner had highlighted for discussion and/or clarification. Several additions for changes had been sent by Ben Schwartz, Township legal council.  The Public Hearing was closed at 7:30 p.m.  Tom Lippert moved, seconded by Tom Shafer, to table a decision to recommend the changes to the Baroda Township Board until the February 9, 2009 meeting in order to get clarification on a couple of issues.

 

The minutes of the December 8, 2008 Planning Commission meeting were distributed and discussed.  Dave Schultz moved, seconded by Dean Schmaltz to approve the minutes as corrected.  Vote - All Yes. Motion Carried. 

There was no Building Inspector’s, or Zoning Administrator’s reports.

             

UNFINISHED BUSINESS –the Commissioners discussed several of the proposed Citizen Survey questions.  It was decided to delete question #23 referring to the International Property Maintenance Code.

 

Wendie Shafer reported that the Township Board had voted unanimously to leave the authority to grant Special Land Use Permits with the Planning Commission.  There was a short discussion of the issue among the Planning Commissioners. 

 

Tom Shafer reported that he had spoken with Mr. Krieger from the Michigan State Dept. of AG and that though a Municipality can regulate manufactured homes on a farm to some degree, they would be unlikely to be able to limit the number of manufactured homes a farm could contain for seasonal workers.

 

Wendie reported that she has an appointment to meet with a representative from Williams and Works on Wednesday to negotiate a price for revising the Master Plan.

 

NEW BUSINESS – Tom Lippert suggested that we have the Zoning Administrator, or Ordinance Enforcement officer speak to Durwood D’Agostino about the junk he has in front of his commercial property on Shawnee Rd. 

 

Ed Heyn moved, seconded by Dean Schmaltz, to request that the Township Board consider giving the Planning Commissioners twice the amount of a regular meeting for Public hearing meetings and Special Meetings.  Voting Yes – 5, Voting No – 1.  Motion Carried.

 

ADJOURNMENT - Meeting Adjourned by Vice Chairman, Tom Lippert at 8:04 p.m.  Next meeting of the Planning Commission is to be held on February 9, 2009.
