Tom Lippert called the meeting to order at 6:34 p.m. in the Baroda Township Municipal Building Meeting Room. There were three audience members.

 

The minutes of the May 11, 2009 Planning Commission meeting were distributed and discussed.  Tom Lippert moved, seconded by Dean Schmaltz to approve the minutes as presented.  Vote - All Yes. Motion Carried. 

 

Building Inspector, Howard Gaul reported Building Permits issued in the past month.

2009-05 Charles Vanderzwaag –Ruggles Rd. 32x40 Pole Barn - $15,000.

2009-06 Ed Heyn – 8280 Keehn Rd. House and Garage 1904 Sq. Ft. – $180,000

2009-07 Rob Schripsema - Ruggles Rd. House 2330 Sq Ft. Garage 960 Sq. Ft. $142,000.00

2009-08 McIntosh – 456 Browntown Rd. 24 X 30 in ground pool 2,804 Sq Ft.      

 

Zoning Administrator, Jim Pheifer reported that he is still waiting to receive copies and plans to review from the Baroda Church of God.

             

UNFINISHED BUSINESS – Tom Lippert reported that he had done some research concerning RV Condominium Resorts and had found a way to simplify the amendment process to allow for the sale of smaller lots in the Ag Zone similar to the method used by Acme Township.  Wendie reported that Steven Van Steenhuyse of Langworthy, Strader, and LeBlanc is working on amendment language, but could not have it ready for tonight’s meeting.  It was noted that the Condominium RV Resort would be allowed by special Use permit and would allow for Class A – Class C Motor Homes and 5th-Wheel Trailers and Motor Homes that are a minimum of 24’ in length.  The RV resort would fall under the State regulations for campgrounds and would be open for only 6 months (180 days) per year.

 

Neal and Mindy Mead owners of the “meadows property” said that they had visited the South Haven RV Resort and are in favor of the property being developed into a similar resort.  Dayna Kozminski asked that the language not limit her from selling lots or renting to persons with Motor Homes. 

 

Tom Lippert said that he will retain his seat on the Planning Commission at least until the Master Plan and Amendment Process is completed.

 

NEW BUSINESS – Brian Wegener from Williams and Works presented a revised version of the Citizen survey incorporating questions that arose during the May 14, 2009 Master Plan Visioning meeting. Each question was discussed individually. Additions, deletions and rewording of language were made.  Brian W. is to make changes, E-mail them to Wendie who will in turn send them out to the Planning Commissioners. Once all agree on the survey language, the survey should go out sometime next week.

 

Tom Lippert brought to light several corrections that need to be made to the Zoning Ordinance. Section 9.03 needs to have the introductory sentence added as in the other sections. p 48 Section 7.03 Commercial – needs to have a reference to Special uses in Supplemental Regulations added; in Article 10.19, E. Campgrounds needs to be added; In R-3 Section 5.04 we need to insert an asterisk next to the 15,000 sq. ft. in the Lot Area chart.

 

Howard Gaul brought up that there is no language in the Zoning Ordinance that addresses required water and sewer.

 

Jim Pheifer noted that a definition for a kennel needs to be added to the Zoning Ordinance
