Chairman David Schultz called
the meeting to order at 6:36 p.m. in the Baroda Township Municipal Building
Meeting Room. There were no audience members.
The minutes of the last
Planning Commission meeting were distributed.
Tom Lippert moved, seconded by Peter Van Vooren to approve the May 9,
2011 minutes. Vote – All Yes Motion Carried.
Wendie Shafer reported that a
building permit application for a new home and a home addition had been
submitted to Howard Gaul, Building Inspector.
The Zoning Administrator
reported prior to the meeting that he had issued no Zoning Permits for the past
month.
Wendie reported that at their
last Township Board meeting, Ron Ellsworth had been in attendance, but that Kim
Fowler was not at the meeting. Mr.
Ellsworth and Kim Fowler have both been invited to attend the June 20, 2011
Board meeting. The intention is to press toward increasing the clean-up
efforts. In light of discussing the extended length of time the Township has
dealt with Mr. Ellsworth’s nuisance issue, Tom Lippert suggested looking at
past tax roll records to see if it can be ascertained the number of feet from
the road right-of-way a former Zoning Ordinance had designated as “Commercial”
property.
Discussion continued from the
May meeting concerning how Oronoko Township handles the classic Car Show and
other large special events in Oronoko Township. Tom Shafer reported that
Oronoko Township does not have those activities listed in their Zoning
Ordinance, and allows the activities to occur unless there are complaints from
residents, at which time they will shut down the activity. Fireworks are allowed only by permission from
the Fire Chief, besides the required State permit.
Wendie Shafer introduced
documents pending to be adopted by the Township Board and Planning
Commission. The “continuance” Ordinance
for the formation of the Planning Commission is to be adopted by the Township
Board as a separate document. The
Planning Commission Bylaws are to be adopted by the Planning Commission.
Several options were discusses
as to whether they should appear in the Ordinance or the Bylaws.
The Planning Commissioners
agreed to recommend to the Township Board that:

The Conflict of
interest language be included in the Planning
Commission Bylaws, not in the Ordinance.
·
“Immediate family
member” should be defined as a spouse, mother, father, son, and daughter,
including adopted child, grandparent, and a relative of any degree living in
the same household as that individual.

The definition of
“neighboring property” should be: any property immediately adjoining the
property involved in the request.
·
In the
Ordinance, leave out language to include
“one member who may be a non-qualified elector”

Planning Commission is scheduled for Monday July 11, 2011
